What is a fiscal POS (new-generation ÖKC) in Türkiye? How it works with your POS

In Turkish cafés and restaurants, the device that takes card payments often also issues the fiscal receipt. These are new-generation payment recording devices (ÖKC), commonly called “yazarkasa POS”. This post explains what they are, which rules they rest on and how they work with a restaurant POS.
This post is general information; ask your accountant about your venue's obligations.
What is a new-generation ÖKC?
New-generation payment recording devices were introduced by Tax Procedure Law General Communiqué No. 426, published in the Official Gazette on 15 June 2013. They can send sales data to the Revenue Administration (GİB) over the internet; models with a card reader (EFT-POS) also take the payment.
Who uses them?
Under the communiqué, first- and second-class merchants in retail sales or services document the sales for which they do not issue an invoice with these devices. Some groups, such as simplified-method taxpayers, and businesses meeting exemption conditions follow separate rules; exemption thresholds have been updated by later communiqués (for example No. 566 in 2024). Check your situation with your accountant. Approved brands and models are published on GİB's website.
How does it work with a POS?
With a standalone device the cashier types the bill amount by hand; a wrong amount means the receipt and the bill disagree. With an integration the bill reaches the device, the device takes the payment and its receipt is posted to the bill.

The amount is never typed twice.
Wireless and wired links
ari adisyon works with Hugin new-generation fiscal POS devices today. With the wireless link (Cloud Link) the device lists open bills over the internet on its own screen and nothing is installed at the venue. With the wired link (PC Link) payment starts at the till and goes to the device on the local network. Either way the end-of-day Z report arrives in the system, and split payments are supported.

Standalone and integrated.
Who does what in setup?
- The device's authorised service does its fiscal setup, activation and servicing.
- The POS identifies the device by serial number and the business's tax number, and connects it.
- On day one, test with a small bill and compare the Z report with the till report.
